  1. assists the Minister in the development and implementation of the state policy in the field of vocational education and training, vocational career guidance and continuing vocational training;
  2. is responsible for the adoption, introduction and implementation of the state education standards for acquiring qualification on professions;
  3. develops and implements standard curricula;
  4. coordinates the development and is responsible for the implementation of the syllabi for the educational subjects in the vocational training;
  5. agrees draft standard curricula for the arts schools, sports schools and spiritual schools in relation to the vocational training;
  6. agrees draft syllabi related to the vocational school education, in the activities involving the registration and reorganization of private vocational secondary schools and vocational colleges;
  7. is responsible for the development and implementation of national examination programs and uniform criteria with regards to the state examinations for acquiring professional qualification;
  8. collects and analyzes information on the effective functioning of the quality control systems, implemented and maintaine in the field of vocational education and training;
  9. organizes and ensures carrying out of competitions in professions and Olympiads in educational subjects in the vocational training;
  10. manages methodologically, supervises and evaluates the activities of the experts in charge of vocational training in the regional department of education;
  11. participates in the development and management of national projects and programs in relation to matters of organization and content of the vocational training;
  12. participates by providing experts and gives opinions on proposals relating to the opening, registration, transformation, reorganization and closing down of vocational secondary schools and vocational colleges;
  13. participates in the preparation of the intergovernmental and interagency agreements, programs and protocols relating to the content and organization of the vocational training;
  14. coordinates and provides methodological support for the activities in the field of vocational career guidance and continuing lifelong learning;
  15. provides methodological support for the activities related to the validation of non-formal instruction and informal learning in the field of vocational training in school education and in continuing vocational training;
  16. is responsible for the development and updating of the list of professions for vocational education and training and the list of state protected professions;
  17. is responsible for the activities related to the development, agreeing and endorsement of training documentation for motor vehicle drivers;
  18. ensures the training of pupils about road safety and traffic rules, by coordinating the development and implementation of programs and methodological guidelines;
  19. realizes the interaction with employers’ organizations to improve the quality of vocational education and training, and of the continuing lifelong learning;
  20. is responsible for the elaboration, updating and application of the regulatory acts and the individual and general administrative acts, related to its functional expertise;
  21. participates in the synchronization of national legislation with the European Union acts relating to its functional expertise.
