- supports the development, by drawing up draft legal and technical laws and regulations governing public relations in the field of education and science;
- prepares or coordinates draft individual and general administrative acts of the Minister;
- provides legal assistance concerning the legality of the acts of the Minister in exercise of his/her powers as a body of executive authority and prepares opinions and reports on legal matters;
- provides statements on draft laws and regulations in the field of education and science, as well as in all other cases, where the Ministry is an interested party;
- renders methodological assistance and coordination with regard to legal support of the activities in the other directorates of the Ministry, and its territorial structures and administrative units;
- organizes the procedural representation and the legal protection of the Ministry and the acts of the Minister, in court proceedings held before all judicial instances;
- participates in drafting and agreeing contracts to which the Ministry is a party;
- participates in the implementation of the state policy on European integration in the sphere of regulatory compliance;
- prepares draft acts pursuant to which the Minister exercises the state’s ownership rights in commercial companies with state participation in the capital: increase or decrease the capital of the commercial companies; amendments or supplements of the company’s articles of association or memorandum of association; transformation and winding-up of companies; opening, transfer or closing of branches of enterprises or of significant parts of enterprises, and provides statements on other acts pursuant to which the Minister exercises the state’s ownership rights in commercial companies with state participation in the capital;
- prepares the management assignment agreements with the members of the supervisory and management boards of the companies, in which the Minister exercises the state’s ownership rights in accordance with the Ministry’s sectoral competence;
- prepares and maintains the register of the commercial companies under Article 35 of the Rules of the procedure for exercising the state’s ownership rights in commercial companies with state participation in the capital.
